Sounds like you have a 7-way trailer wiring connector and the 12 volt accessory circuit turns off when the vehicle is turned off. I went out to the warehouse and opened a package of the Classic Accessories RV Wheel Covers, part # 052963762501, to see how they attach to the tires. The top of the cover is shaped like a pocket with an elastic band on the inside of the cover. Only a 7-way trailer connector will have a 12-volt power wire ran to the connector. A 4-way trailer connector will not have a constant 12-volt power wire.
